Cityocl Block 9 Ocean Park View opens model home, launches pre-sale of 1,949 units

Cityocl Block 9 Ocean Park View in Incheon opened its model home Thursday, kicking off the pre-sale schedule for the residential complex.

According to developer DCR E and others, the complex will rise within Joint Block 3BL of the Yonghyeon-Hagik Block 1 urban development project in Incheon. It will consist of nine buildings reaching up to 49 above-ground floors over two below-ground levels, with a total of 1,949 units.

All units will be offered through general pre-sale, with exclusive use areas ranging from 59 to 136 square meters — a lineup designed to attract both owner-occupiers and buyers seeking mid- to large-sized homes.

The unit breakdown by size is: 189 units at 59 square meters, 137 at 75 square meters, 984 at 84 square meters (Type A), 366 at 84 square meters (Type B), 80 at 95 square meters, 45 at 101 square meters (Type A), 97 at 101 square meters (Type B), 49 at 110 square meters, one penthouse at 133 square meters, and one penthouse at 136 square meters. The project is developed by DCR E and built by Ipark Hyundai Development, Hyundai E&C and Posco E&C.

Apartment subscriptions open Monday with the special supply round, followed by first-priority subscriptions on Tuesday and second-priority on Wednesday. Winners will be announced Sept. 8, with formal contracts to be signed over three days from Sept. 20 to Sept. 22.

Eligibility for the general first-priority round is open to adults aged 19 or older — and minor household heads — residing in Incheon or the Greater Seoul metropolitan area as of the recruitment announcement date. Applicants must hold a housing subscription account with at least 12 months of enrollment and meet the deposit requirements for their region and unit size.

One of the complex's defining features is its location, which offers access to both a large park and ocean views. A grand park spanning roughly 330,000 square meters is planned directly in front of the complex, giving future residents a major green space within easy reach.

Educational infrastructure is also being expanded nearby. Yonghyeon-Hagik Middle School is set to open in March 2029, with a high school also planned for the area. Yonghyeon-Hagik Elementary School No. 2 is likewise scheduled to open in March 2029.

Transport links are another key selling point. Residents will be able to access the Second Gyeongin Expressway via the nearby Neunghae interchange, while Aam-daero and Incheon-daero provide convenient routes to major destinations across the metropolitan area.

Hagik Station on the Suin-Bundang Line is expected to open in 2028, and once the rail link is in place, access to Seoul and other key metropolitan areas is expected to improve significantly. Incheon-originating KTX services are planned at the nearby Songdo Station, and a new Cheonghak Station stop on the GTX-B line is also in the works.

Lifestyle amenities are set to expand alongside the broader development. Star Ocl — a mixed-use commercial, cultural and business complex within the Cityocl project — will be built near the complex.

Plans also call for cultural facilities including Incheon Museum Park, along with shopping and convenience outlets. A street-level retail strip and a culture-themed promenade called Link Ocl are also in the pipeline, promising a living environment where residents can shop and enjoy cultural and leisure activities close to home.
