Yongsan-gu Launches Public Review of Han River Mansion Apartment Reconstruction Plan, Introducing Special Architecture Zone Concept for Skyline Design

Yongsan-gu in Seoul will conduct a public re-review of the proposed changes to the Han River Mansion Apartment reconstruction zone and improvement plan from Friday through Oct. 4.

The re-review was arranged to more faithfully incorporate residents' opinions submitted since the initial public notice in May 2025 and to raise the overall quality of the improvement plan. Yongsan-gu said it intends to advance the planning process without delay, guided by ongoing communication with residents.

The Han River Mansion project was originally pursued as a reconstruction of up to 68 stories, but the revised plan has been refined through consultations with public architects and a preliminary review by the Seoul Metropolitan Government's Urban Planning Committee. The revised plan incorporates a special architecture zone concept to create an open riverside space and a harmonious skyline along the Han River. Through this, the district aims to develop a landmark residential complex offering views of both the Han River and Namsan.

The Han River Mansion apartment complex sits at a key location where Seoul's north-south green corridor and the Han River waterfront axis converge. The revised improvement plan includes the creation of a street park linked to Han River Park to secure a green visual corridor connecting the Han River and Namsan, as well as a pedestrian- and greenery-centered open space running from Ichon Station to Han River Park.

Alongside this, the plan includes measures to expand local amenities and public functions. A site for a new public office building will be secured to relocate the cramped Ichon 1-dong community center, and street-front commercial units will be placed along Ichonno to activate the area as a lively lifestyle corridor.

The public review covers a proposed change to the Han River Mansion reconstruction zone and improvement plan, which calls for building 1,668 units on an 84,262.1-square-meter site in Ichon-dong, Yongsan-gu. The review documents are available for inspection at the Housing Division on the seventh floor of Yongsan-gu Office and at the Han River Mansion Apartment Housing Reconstruction and Improvement Project Association. Residents wishing to submit opinions may do so by registered mail or in person at the Yongsan-gu Office Housing Division during the review period.

To help residents understand the plan, Yongsan-gu will hold a briefing session Wednesday at the fourth floor of the Yongsan Youth Center (24 Ichonno 71-gil) in Ichon-dong. After the public review concludes, the district will seek input from the Yongsan-gu Council before applying to the Seoul Metropolitan Government for an integrated review.

Completed in 1971, Han River Mansion is a low-rise, aging apartment complex of 660 units spread across five-story buildings. The project has progressed through the formation of a preparatory committee in 2003, establishment of a reconstruction association in 2017, approval of a project implementation plan in September 2021, and approval of a management and disposal plan in December 2022. Yongsan-gu expects the re-review to wrap up the resident opinion-gathering process and allow the reconstruction project to gain momentum.

"We will work to ensure that the Han River Mansion reconstruction proceeds as a project that combines a pleasant residential environment with strong public value, grounded in communication with residents."
