District to support pre-designation procedures for association formation and cut estimated contribution notice period in half, with tailored guidance at each project stage
Seoul's Eunpyeong-gu will strengthen tailored, stage-by-stage support for urban renewal projects in the district, in line with the central government's "rapid housing supply plan."
The Ministry of Land, Infrastructure and Transport unveiled the rapid housing supply plan on Aug. 13, outlining a series of deregulation and procedural improvements for urban renewal projects.
Key measures include easing the consent rate required to establish a redevelopment association, relaxing mandatory green-space requirements when small housing units are supplied, and improving relocation loan standards.
In response, Eunpyeong-gu will proactively support the procedures needed to form associations from the earliest stages of a project and shorten the administrative process for estimated contribution notices, among other stage-specific measures.
First, the district will allow preparatory steps for association formation to proceed even before a renewal zone is officially designated. Once a promotion committee is formed and consent from at least 75 percent of residents is secured, work on drafting bylaws and electing officers can begin.
In addition, the period for notifying residents of estimated contributions and accepting objections — which previously took more than 60 days after zone designation — will be cut to 30 days and run concurrently with the founding general assembly.
The district also plans to monitor ongoing revisions to government legislation and guidelines and respond swiftly to regulatory changes. It will provide project sites with timely guidance on finalized rules and required preparations, tailored to each site's stage of progress, to help renewal projects move forward without delay.
"We will strengthen administrative support so that the government's regulatory improvements translate into real gains in project speed on the ground," Eunpyeong-gu District Mayor Kim Mi-kyung said. "We will closely monitor the progress of each project site, cut unnecessary procedures and waiting times, and ensure urban renewal moves forward with momentum."
