지난달 미국 의회에서 지니어스법(GENIUS Act)이 정식으로 통과됐다. 이 법안은 업계에 중대한 전환점이며, 앞으로 우리는 이를 스테이블코인의 본격적인 대중 채택 직전의 변곡점으로 회상하게 될지도 모른다. 그런데 왜 단 하나의 미국 법률 통과가 이렇게 중요한 의미를 갖는 것일까. 그리고 앞으로 어떤 문제가 남아 있을까.
미국에서 창업가, 투자자, 그리고 소비자 옹호단체까지 수년 동안 암호화폐 분야의 규제 명확성을 요구해 왔다. 이전 행정부는 이 기술에 대해 노골적으로 적대적인 태도를 보였는데, 이는 증권거래위원회(SEC) 의장 게리 겐슬러가 선호한 ‘집행을 통한 규제’ 기조에서 잘 드러난다. 더 큰 문제는 이러한 적대적인 분위기보다, 명확한 규칙의 부재가 불법 행위자들이 합법적 사업자들과 뒤섞여 활동하도록 방치했고, 이는 업계가 발전을 위해 가장 필요로 하던 신뢰를 심각하게 훼손했다는 점이다.
그 공백이 남긴 대가는 테라·루나 붕괴 사태에서 뼈저리게 드러났다. 창업자 권도형은 몬테네그로에서 송환된 뒤 뉴욕 남부지방법원에서 사기 혐의에 대해 유죄를 인정했으며, 자신의 스테이블코인 생태계가 거의 하룻밤 사이에 증발하는 것을 지켜보았다. 붕괴 약 1년 전, 나와 공동 저자는 알고리즘 기반 설계의 취약성과 위기 상황에서 붕괴될 수 있는 이유를 설명한 논문을 발표했고, 이를 규제 당국과 업계 리더들에게 공유했다. 그럼에도 많은 사람들은 테라USD가 안전하다고 믿었다. 그러다 결국 그렇지 않다는 것이 드러난 것이다.
지니어스 법안에 따라 이제 미국 재무부는 알고리즘 기반 스테이블코인을 결제·정산 용도로 승인할지 여부를 결정해야 한다. 재무부가 어떤 결론을 내리든, 발행사들은 드디어 명확한 길을 얻게 됐다. 규정을 준수하는 법정화폐 담보형 스테이블코인을 설계하거나, 아니면 전혀 다른 것을 만들거나다. 혁신의 적인 불확실성이 사라지고, 투명하고 예측 가능한 절차가 그 자리를 대신하게 된 것이다.
가장 중요한 점은, 이 법안의 법적 안전장치가 소비자와 기업이 실제로 사용하는 스테이블코인이 얼마나 커지더라도 건전성을 유지하도록 보장한다는 점이다. 첫 번째 방어선은 준비금 구조다. 자산은 보유자가 언제든, 심각한 시장 불안 상황에서도, 코인을 상환할 수 있도록 투자돼야 한다. 또한 법은 발행사가 파산하더라도 보유자가 발행사에 대해 직접적인 법적 청구권을 갖도록 했다. 준비금은 반드시 고객 자산으로 분리 보관되며, 보유자는 다른 채권자보다 우선권을 가진다.
법안은 또한 자금세탁방지(AML)와 제재 준수 규정을 한층 강화하는 길을 열었다. 이는 전통 금융기관들이 오래전부터 ‘같은 위험, 같은 규제’라는 명목으로 요구해온 것이다. 이러한 안전장치를 규칙에 포함시키면 불법 행위자의 진입 장벽은 높아지고, 합법적 사업자의 준수 비용은 낮아진다.
새로운 발행사의 홍수
그렇다면 앞으로 어떤 일이 일어날까. 가장 즉각적인 변화는 새로운 발행사의 진입이다. 현재 시장은 테더(USDT)가 전 세계 공급량의 3분의 2 이상을 차지하며 지배하고 있고, 서클의 USDC가 뒤를 쫓는 구조다. 그러나 은행, 카드 네트워크, 소비자 지향 핀테크 기업들은 그간 입법이 마무리되기 전까지는 관망해왔다. 앞으로 12개월 안에 우리는 달러화 기반의 미국 내 스테이블코인들이 지갑 앱 연동, 가맹점 결제 승인, 개발자 생태계 확보를 두고 경쟁하는 모습을 보게 될 것이다.
경쟁 심화는 소비자에게 매우 좋은 소식이다. 지금까지 발행사들은 상당한 이익률을 누렸지만, 앞으로는 준비금 자산에서 발생하는 수익을 포함해 더 많은 이익을 생태계에 환원해야 한다. 은행들은 이러한 수익이 소비자에게 직접 돌아가 스테이블코인이 은행 계좌를 대체하는 것을 우려해 이를 저지하는 데 성공했다. 그러나 이것이 발행사가 성장을 가속하거나, 파트너를 유치하거나, 예금이자가 아닌 다른 형태의 보상을 제공하는 데 이 수익을 활용할 수 없다는 뜻은 아니다.
다가오는 가격 전쟁
이제 급격한 가격 인하 경쟁이 불가피해 보인다. 법이 정한 발행 장벽은 높지 않다. 규제 금융기관이 되고, 향후 당국이 구체화할 건전성 요건을 충족하면 된다. 은행과 핀테크뿐 아니라, 일부 대형 소매업체와 디지털 플랫폼 기업들도 발행에 나설 수 있다. 머지않아 브랜드 디지털 달러가 포인트나 마일리지와 나란히 존재할 수 있다.
경쟁은 특히 USDC에 치열할 것이다. USDC는 지금까지 시장에서 가장 투명한 감독을 받는다는 점에서 경쟁 우위를 누려왔지만, 지니어스 법안이 완전히 시행되면 모든 미국 발행사가 동일한 기준을 충족해야 한다. 스테이블코인이 신뢰할 수 있는 화폐로 작동하려면 완전한 대체 가능성과 상호 교환성이 필요하며, 사용자는 어떤 발행사가 코인을 만들었는지 신경 쓸 필요가 없어야 한다.
테더는 조금 다른 계산을 하고 있다. 회사는 법안을 준수하고 미국 내 발행을 하겠다고 밝혔지만, 이미 상당한 글로벌 규모와 깊은 유동성을 보유하고 있다. 이러한 네트워크 효과는 광범위한 거래소, 지갑, 현지 결제 채널에 걸친 통합에 기반하기 때문에 쉽게 복제하기 어렵다. 테더가 국제적 입지와 미국 내 신뢰성을 결합한다면, 지속적인 우위를 확보할 수도 있다.
유통이 왕이 되는 시대
더 넓게 보면, 업계는 이제 ‘발행+거래소 통합’에서 ‘유통+사용자 경험’으로 경쟁의 중심이 이동하고 있다. 규제 불확실성이 사라지면 가장 큰 마찰 지점은 마지막 단계(last mile)로 옮겨간다. 소비자와 기업을 온보딩(서비스에 발을 들이고 안착하는 길잡이 과정)하고, 송장과 급여 시스템에 스테이블코인을 내장하며, 판매시 결제(POS) 시스템과 통합하는 것이다. 이는 전통 은행, 선도 핀테크, 네오뱅크들이 이미 잘 아는 영역이다. 심지어 ‘서비스형 스테이블코인(Stablecoin-as-a-Service)’ 플랫폼이 등장해 인프라를 제공하고, 소비자 브랜드는 제품 설계에만 집중하게 될 수도 있다.
지루함은 오히려 장점
스테이블코인은 앞으로 암호화폐 결제를 좋은 의미에서 지루하게 만들 준비가 돼 있다. 향후 몇 년 동안 소비자와 기업은 비용과 지연이 급격히 줄어드는 혜택을 누리게 될 것이다. 마치 이메일이 우표를 대체하고 스트리밍이 CD를 대체했듯, 토큰화된 달러는 국제 결제를 3일이 걸리던 일에서 3초 만에 끝나는 작업으로 바꿀 수 있다. 이 변화는 일상에 깊이 녹아들면, 너무 당연해져서 지루하게 보일 것이다.
물론 위험이 완전히 사라지는 것은 아니다. 운영 실패나 새로운 사기 수법은 여전히 신뢰를 흔들 수 있으며, 기술이 진화함에 따라 규제 당국도 발맞춰 대응해야 한다. 그러나 명확한 규칙과, 안전성·투명성·서비스 품질에서 경쟁하는 다수의 발행사가 있다면, 이러한 도전은 충분히 관리 가능하다.
스테이블코인이 지루해지고 있다. 그러나 역설적으로, 바로 그 점이 스테이블코인을 승리로 이끌 위치에 놓고 있다.

MIT에서 학부생 전원에게 비트코인을 지급하는 디지털 통화 연구 프로젝트를 진행한 것으로도 유명하다. 미 연방준비제도·재무부·증권거래위원회(SEC), 유럽중앙은행, 영란은행 등 세계 주요 금융 기관과 협력했다. 2013년부터 미 상품선물거래위원회(CFTC) 기술자문위원으로 활동하고 있다. 코인베이스 등 업계의 고문·이사로도 재직하고 있다. 최근엔 글로벌 결제 관련 핀테크 스타트업인 라이트스파크(Lightspark)를 공동 창업하고 최고전략책임자로 일하고 있다. 이탈리아 보코니대에서 신기술 경제·경영학 석사 학위를, 캐나다 토론토대 로트만 경영대학원에서 박사 학위를 받았다.
Stablecoins Are Getting Boring-and That’s Exactly Why They May Win
Last month the GENIUS Act became law in the United States. The measure is a watershed for the industry, and we may well look back on it as the turning point just before mainstream adoption of stablecoins. But why does passage of a single piece of U.S. legislation matter so much-and what could still go wrong?
In the United States, entrepreneurs, investors, and even consumer advocates have been pleading for regulatory clarity in crypto for years. The previous administration was openly hostile to the technology, as illustrated by Securities and Exchange Commission Chair Gary Gensler’s preference for “regulation by enforcement.” More damaging than the adversarial tone, the absence of explicit rules allowed bad actors to blend in with legitimate businesses, eroding trust just when the sector needed it most to progress.
The cost of that vacuum became painfully clear during the Terra/Luna collapse. Founder Do Kwon-who was extradited from Montenegro and has since pleaded guilty to fraud charges in the Southern District of New York-watched his stablecoin ecosystem evaporate almost overnight. About a year before the implosion, my co‑author and I published a paper explaining why algorithmic designs are fragile and can unravel under stress. We shared it with regulators and industry leaders, yet many still believed TerraUSD was safe-until it wasn’t.
Under the GENIUS Act, the U.S. Treasury must now decide whether algorithmic stablecoins will ever be approved for payments and settlement. Whatever Treasury concludes, issuers finally have a clear path for fiat-backed coins: design stablecoins that comply, or build something else. Uncertainty-the enemy of innovation-is being replaced by a transparent, predictable process.
Most important, the Act’s statutory guardrails should ensure that the stablecoins consumers and businesses actually use are sound no matter how large they grow. The first line of defense is the structure of reserves: assets must be invested so that holders can always redeem their coins, even during acute market stress. The law also grants holders a direct legal claim against the issuer in bankruptcy. Reserves must remain segregated customer property, and holders enjoy priority over other creditors.
The Act also paves the way for stronger anti‑money‑laundering and sanctions‑compliance provisions-something traditional financial institutions have long demanded under the banner of “same risk, same regulation.” Baking those safeguards into the rules raises the hurdle for illicit actors while lowering the cost of compliance for honest ones.
A Flood of New Issuers
So what happens next? The most immediate effect will be entry by new issuers. Today the market is concentrated-Tether’s USDT controls more than two‑thirds of global supply, while Circle’s USDC plays catch‑up-but banks, card networks, and consumer-facing fintechs have mostly waited on the sidelines for legislation before taking the plunge. Over the next 12 months we should expect a wave of dollar‑denominated, U.S.‑domiciled stablecoins competing for wallet integrations, merchant acceptance, and developer mindshare.
Greater competition is excellent news for consumers. Issuers have enjoyed healthy margins, but going forward will have to share more of the economics-starting with the yield generated by reserve assets-with the broader ecosystem they are trying to build. Banks lobbied successfully to stop that yield from flowing directly to consumers, fearing it would turn stablecoins into substitute bank accounts. tBut this doesn’t mean issuers cannot deploy the yield to accelerate growth, recruit partners, or offer other forms of rewards that are not in the form of deposit interest.
The Coming Price War
A rapid race to the bottom now looks inevitable. Statutory barriers to issuance are modest: become a regulated financial institution and meet prudential requirements that agencies will flesh out in coming months. Banks and challenger fintechs will issue coins-and a few large retailers and digital platform companies could follow. In time, branded digital dollars may sit alongside points and miles.
Competition will be especially intense for USDC, whose historic edge was operating under what many viewed as the most transparent oversight in the market. Once the GENIUS Act is fully implemented, every U.S. issuer must clear the same bar. For stablecoins to function as reliable money, they must be fully fungible and interchangeable, and users should not need to care which entity minted a particular coin.
Tether faces a different calculus. The company has pledged to comply with the Act and issue domestically, yet it already enjoys significant global scale and deep liquidity. Those network effects are hard to replicate because they depend on integrations across a sprawling set of exchanges, wallets, and local payment channels. If Tether can pair its international presence with domestic credibility, it may cement a lasting advantage.
Distribution Becomes King
Stepping back, the industry is moving from issuance plus exchange integration as the moat to distribution and user experience as king. As regulatory uncertainty recedes, the biggest friction shifts to the last mile-onboarding consumers and businesses, embedding stablecoins in invoices and payroll, and integrating with point‑of‑sale systems. That is terrain traditional banks, leading fintechs, and neobanks know well. We may even see the rise of “stablecoin‑as‑a‑service” platforms that handle the plumbing while consumer brands focus on product design.
Boring Is a Feature
Stablecoins are poised to make crypto payments feel dull in the best possible way. Over the next few years, consumers and businesses should enjoy a steep reduction in cost and latency. Just as email replaced the postage stamp and streaming replaced the CD, tokenized dollars can shrink international settlement from a three‑day ordeal to a three‑second background task. The shift will look boring only because-once embedded in everyday life-it will be rapidly taken for granted.
None of this eliminates risk. Operational failures and new fraud vectors can still undermine confidence, and regulators will need to keep pace as technology evolves. But with clear rules-and with multiple issuers competing on safety, transparency, and service quality-those challenges are manageable.
Stablecoins may be getting boring, and that, paradoxically, is exactly what positions them to win.
